While I'm aware there is no hormonal effect that causes bad moods around menstruation, menstruation is usually painful and unpleasant. Generally people are a bit of a grump when they've got the flu, I think the same applies to menstruation. Now I'm certainly not saying that's an excuse to be crappy to the people around you.

If someone is threatening you it is sensible to try and scare them away. If your sister had tried explaining why their actions were criminal she might have had to call the police, this way she didn't have to. This seems like a strange question, it's like asking what do I think about gay people. It doesn't really affect me.
