Because it's relevant to the case; rather hard to evaluate a case if you can't read the evidence, etc. Even for sentencing guidelines there is a different between 17 and 11. It detrimental to the public when evaluating a case or if justice was served if we don't know the facts. What's to cite. Adults in all cases have higher pist surgical complications from sny surgery. Circumcision lowers your chance of HIV by a third, we have about 40M people with HIV. So assuming half are male (20M) and liberally assuming 75% of them are uncut (15M) you would have 5M less men with HIV.
