Those are not the thing i was refereing to. There are smaller taxis stand inside paris, usually on big strreet like Champs Elysées, or at big crossroads, like Nation. Regarding the taxi thing it's partially true in Paris. Also you can hail taxi, they are forbidden from stoping for you if there is a taxi stand less than 100 meters away. This is a way to stop people from trying to "cut the line" at rush hours by going up the flow of cars and bypass people waiting at taxi stands. In practice, you will get most of your taxis by hailing as there are few taxi stands in Paris.

I completly agree with you. This paternity thing poped up only a few weeks ago long after she was let go by Sarkozy, and that was mosrly for political reasons as she was one of the most unpopular and conterversial minister.
