I too think the MIC gets too much money, but most of that money is paid to others in the form of wages and benefits. All those soldiers, sailors and airmen get paid. Just as a data point, my son was born after the enrollment deadline by 16 days, so he's one of the older kids in his class, and he turned 10 during 4th grade. So in 4 years he will turn 14 in 8th grade. So 15 is potentially a kid with a similarly late birthday and maybe held back 1 year.

It depends on the jurisdiction, they all use different terms, but I think 'rape' isn't used as much as it's meaning has changed over time. In Michigan I think it's Criminal Sexual Conduct or CSC, and then a degree (1st, 2nd, 3rd) based on factors like age, penetration, violence, etc. You can get a CSC for public nudity (think peeing in the woods) but it's not nearly as severe as one for penetration at gun point.
