Well the best estimate in my mind is work with what you've got: conditional probability. If 2-8% are proven false accusations leading to a conviction of a liar, and 0.5-1% are true accusations leading to a conviction of a rapist. That gives us between a 66% and 94% chance that any given proven case will be a false accusation.
