Personally, I'm broke. Like, so broke I go to the bar and order a tall boy and nurse it all night unless someone buys me other drinks. I drive an 8 year old car with dents in it, and I'm 5'5" too. The key to a great compliment is making about something the person has done, rather than about who they are. So, "you're sexy" is a cheap compliment, "that's a great looking dress" is an ok compliment, but "I like how your earrings match your dress is an amazing compliment." Also, compliment everyone so you get practice and don't seem overly thirsty.

I had a similar situation... I just practiced at being better socially. To be less shy I tried to be as charming as possible in low risk situations. This meant chatting up all the lunch ladies in the cafeteria at work, being super nice to strangers and generally trying to make the day of any cashiers and waiters serving me. I never actually hit on them, I just try to think "what would turn this into an actual human interaction, instead of us mindlessly dealing with each other".

How much of your feelings you disclose has a lot to do with what those feelings are and how much control you have over them. Also, make sure that you're talking about your FEELINGS and not your PROBLEMS. Some guys don't know the difference. I once read an article that said to find your "true" voice, you should (alone, preferably) say "no" forcefully like you would to an unruly dog. Do it a few times and pay attention to how your chest and throat feel and be mindful to maintain similar conditions when speaking normally... just not yelling.
