The guy in the black is a security guard for the local spar/convenience store that this was recorded outside of. Wales is a little weird with things like that where you’ll have a street of houses and one of them will have been renovated into a shop/Barbers/take away etc. A lot of the chain owned stores in this area have security guards employed due to it being quite a rough area and shop lifting being very prevalent.
