You just need to talk with your partner. The notion that you need some ratio of who initiates or that you’re giving yourself to your partner is silly and childish imo. The notion that your partner turning you down when you initiate and put in effort makes you feel rejected and/or bad about yourself is not, but that can be addressed by simply telling your partner exactly that and talking with each other about how to best address each other’s needs… Just have a frank conversation with the guy.
