Personally I have an issue with anyone who is over 21 engaging with a minor who's under 17. This case is definitely a power play issue. Romeo and Juliet Laws must have expanded since the last time I dealt with them. At first I knew they covered between 1 to 3 years difference. It has in the state level of definition but not in the federal level. The federal government makes it impossible that women can commit rape. Though in the state level they remove gender labels indicating that anyone can commit rape. It's still hard to find judges that will sentence women of rape though. Currently majority of states have removed the word "rape" and now call it sexual assault in varied degrees like 1st, 2nd, 3rd etc.

No problem. Now remember that federal and state definitions do vary. If a case like this would go to a federal court then yes you would be right in your previous statement. Though most of these case are tried in State courts unless the crime is committed in situations the results in federal jurisdiction, this doesn't happen to often. As I stated most remain in state jurisdiction which results would follow state laws and definitions.

That is unclear at the moment. Each branch has I believe 30 days to come up with a plan on how they will perform the integration. Though I suspect that might get extended due to the holidays. These plan have to be reviewed by the Secretary of Defense and the Congressional oversight committee.
