Let's make it clear first - I'm not trying to compliment you in any way or anything like that but you look relatively attractive as you are. Not "supermodel-level" attractive but definitely not ugly in any possible sense. Some exercise and style improvement (and decent picture if we talking about OLD) can probably bring you above average. So the issue here most likely either really poor social skills/bad(boring) personality and/or being picky.

Thats heavily depends on her previous opinion about him. There are some dominant girl with "I don't like it , I don't trust you, We going to do that I say" attitude. If this is the case, she might not have much respect for that guy to begin with and she fine with it.

I don't agree with you. It's not "nice". It's actually much worse than actual rejection since you can actually buy into this. So you keep thinking that this person is busy only to realize that it's not the case. It make you believe that it's not you - you just have to wait a little bit. But I think it can be even worse.
