First off this statistic (if it's the one I'm thinking of) was in London, not the US (not that that matters but many people think it is). Second off is response bias, if it was a voluntary sample then people who feel more passionately about the subject are much more likely to respond than those who are not (I would assume women who were sexually assaulted are more willing to respond to a survey about sexual assault than those who have not been).
