For example here in the Netherlands, a few years back the police blocked of a highway to stop someone who did not pay at the gas station. This caused a traffic jam which included car's from ordinary civilians, the thief drove straight in the back of a car killing innocent civilians. If you catch a burglar, and than proceed to stomp on his face while he is handcuffed you deserve to be suspended/ fired/ possible jail time. To just give you a scenario for the reason why police that catch burglars are sometimes suspended.
