In fact on that website they specifically state that circumcision has dropped drastically in Canada in the past 20 years. In fact the WHO only ever recommends circumcision in ADULT males. As for the other study, that study was done on VOLUNTARY ADULT males. The WHO did a study on circumcision in Africa, a continent notorious for spread of diseases including STDs. The study did show males did have a decreased chance to get an STD if they were circumcised but the WHO didn't paint the whole picture in that any kind of sex education, condom usage, and safe sex practices would just as equally stop the spread of STDs in Africa.
