Immigrants can. The post is saying that if male immigrants fail to do so they will be denied citizenship. Just as male citizens will be denied the right to vote if they do not voluntarily sign their lives away in case their is another draft. Also you don't have ask people to be considerate. Just ask your question

I don't think there are any laws on the books that handle this specifically. However the legal definition of rape (which is defined as one penetrating another without consent) can be interpreted to mean men cannot get raped. Further more in a majority of court cases the man is forced to pay child support even if the woman is entirely capable of supporting the child. The man is often reduced to only visitation and are often given harsher sentences for the same crime.

Why is this comment getting so many down votes? He's just saying that there's a lot of propoganda that make women think there's no consequences for falsely accusing someone of rape and that they can just do it to get back at someone over something petty.
