The practices used by universities are so ludicrous I'm certain virtually any new person in the Department of Education would have reformed them. The Dear Colleague Letter isn't popular among anyone who actually looks into it. I have not heard Donald Trump mention anything about it. It's mainly Betsy DeVos doing it and it's probably the only issue she's right on. From what I could tell from my interviews with Title IX administrators at my school, not following the DCL's guidelines would constitute a violation of Title IX, which can be punished by rescinding federal funds. If DeVos changes Title IX to add protections for due process, then schools could lose their funding for violating due process.
