That's being attracted to pre-pubescent children, not people below an arbitrary age set by the state. Personally I'd say the age of consent should be 16. An adult having sex with a 16-17 year old is maybe a questionable life choice but you should't go to jail for it. A teacher who has sex with a student should be fired and never able to teach again, though, regardless of age.
