Just raise the burden of proof for the penalty phase to qualify for the death penalty. Personally, I don't really see the difference between life in prison or death except maybe that they torture you until death with incarceration on the life sentence. Maybe that tiny bit of hope of exoneration exists.

Here is some currently existing Hydrogen automotive tech that might interest you. I would propose that hydrogen could make a storage reservoir for unreliable green energy. ALSO Lithium-6 is the controlled item, not hydrides. The Germans are working on a diesel substitute made form renewable energy. Again these avenues are easier sales that might make a real difference.

Sane people would adjust to their revenue shortfalls not give us a new set of entitlements like the ACA and more than double the national debt. We're headed for Austerity as soon as 2033. That's not how probability works. Prior outcomes don't affect each attempt. Women have way less political participation as Candidates and even have less participation in the labor force. It's the advertising and marketing angle. Palin didn't run on "Im a Woman" she ran on shrill, annoying ticket-sinking typical speaking points.
