Yes. Policy is policy, law is law. The silver lining on a small company is that they won't be able to get rid of you either. I worked for a small company and was the new guy people were assholes to. At one point one of the cunt directors said they could replace me at any time. I left three years ago. They still haven't replaced me. At the very least a HR chat will scare him and he'll back off.

The very first thing you do is talk to your manager and he will guide you, just be honest with him. This is priority. Personally I wouldn't say "I'm not your bitch", because that's a direct attack. Let him know you're not his bitch through action and not words. I'd say "I'm busy with my own stuff". If he says "what on?" You can just be the playful alpha "On work, believe it or not".
