The amount of work to even write a program/virus that would make it kill someone is absurdly high, if not impossible, as technology stands. You'd have to make it somehow recognize a weapon in a completely unknown stranger's home, code it to pick up that weapon, and then code it to thrust it at a person. I see net neutrality as a necessary regulation. The internet service providers are pretty few but large in number and hold monopolies over most areas. Without it, they will look at usage statistics and start throttling certain services after a while.
