We don't give punishments based on projected life effects in victims. We give sentences to people for breaking certain statutes. You also don't give punishments to someone saying that they did something illegal. Get some victims, get some evidence, then you can start putting people on trial. I don't like this idea that you can't recognise a shortage in a particular field without being part of it yourself. I can say that my country has a problem due to a shortage of nurses and teachers, without people saying "why aren't you a nurse or teacher then?", so I don't see why this is any different.
