Typically as someone of Mexican descent people who are from Mexico or any other Latin American country refer or identify their race as Hispanic the same as Russians and people from Britain fall under 'white'. You live in Canada huh? I say because I thought norincos were banned in the U.S though I may be confusing them with Daewoo which also makes American clones such as their Chinese M1A's. I think he was using that term with liberty.
