The few times I've just said "fuck it" and approached without a plan whatsoever, it felt just as awkward as when approaching WITH a plan, but the feeling vanished much more quickly. What I think he means (based on what advice forums and websites like this subreddit usually give, not really personal experience) is to just go for it and approach. Without waiting for a signal. Out of the blue. Sure, you will get rejected many times, but you will also be successful a few. I call it "the brute force method".
