You are correct. That being said coming out of high school many young women choose to not take a STEM field for the simple reason that it's 'not what girls do'. These women are qualified to enter the field. I'm currently studying engineering and I think anything that encourages women to chose a STEM career over say nursing, law and business is worthy of implementing. I've got 150 odd students on average in most of my units and maybe 10 of those are women. That's on the high end in reality it's more like 1-3 per class.
