That's not what I said. The DoT publishes guidelines that it "recommends" states follow for traffic laws. If states don't conform to federal standards, they could lose highway funding. Why else would he order her out of the car on a stop for speeding? I've been stopped for speeding probably four or five times in my life. I've never been ordered out of my vehicle. The problem is that cops don't have to say what they intend or articulate their RS until afterward. Laypeople are taking a life altering closed book test when they have contact with police, but cops are taking an open book test with no wrong answers. They get to just make it up after the fact.
