Cookies are a common type of bakery good. Hard drug or not, cannabis is a drug, so is alcohol, so is caffeine. Slipping any form of drug into something else and lying about the contents is the very definition of drugging someone. He is a victim. He was drugged. He was offered something to eat that had drugs in it, and wasn't told there were drugs in it even after asking. I agree he could've be a bit more skeptical about taking things from strangers, but that doesn't excuse her actions. Your sentiment is analogous to saying "look at what she was wearing, she deserved to get raped".

I in no way meant to imply one should quit school for any reason, I'm just suggesting that there are other places in the world to live, and that one shouldn't feel constrained to stay in the same place forever. If school is a major priority I would personally suggest putting dating on the back-burner, relationships can be a huge distraction from education.
