I think your missing a big step between steps 5 and 6 which is to simply be a human being and talk to her normally, ask her questions about herself, let her take initiative, listen, respond..very basic stuff. Also from experience, even if you are away from prying eyes, I dont believe making out so quickly would always be a go to thing, the girl could simply just be enjoying your company.
