Just talk to people, in line, as you are ordering something, talk to the servers, cashiers, teachers, etc. That is what I did when I was completely new to a school and area with 0 contacts. Before the semester was over I was able to go literally anywhere in the school and see someone I could hang out which led to more and more opportunities. But I suppose I should also put a pretty big asterisk that you MUST be aware of social cues and act accordingly.
