If that's the same EXIF viewer that I used before, it reads the time that the images were saved to your phone, not the time they were taken. Try saving it again and see if the time changes

That argument doesn't make sense to me because if a woman is actually raped then she has nothing to worry about. Stopping reports of one crime to increase legitimate reports of another isn't ethical. There should be more attention brought to this for sure though
