Yeah, as long as you live together for 6 or more months, in Canada you're considered common law. Common law is, to my knowledge, an equivalent of marriage, although I am not 100% sure on the details. I believe that is what /u/Oronoguy is referring to.

I think that extending it to both parties is the best option here, seeing as if you release both parties names, the damage to the accused's reputation is still done and the accuser could be put in harms way.
