Consequences are not for matching the circumstances, lots of things that put you in prison don't match the consequences (sentence time), but they still are reasonable, why? because it makes you not want to do it again. If you stole a car and got a few years in prison, you'd not want to steal a car again, yes some people can save the money for a car in a small amount of years, but it's an attempt to minimise the chances of it happening again. (Or at least that's my view on consequences)
