Guess I could have worded my post better. Anyone can get condoms anonymously for free by going into a family planning clinic (where I live, at least). Homeless people don’t necessarily need condoms, but free tampons for them seems like an obvious idea to me.

That 1 out of 4 homeless are women is often misinterpreted and taken the wrong way. The point it is trying to make is that those women are unable to pay for tampons and other essential personal hygiene products. If people could start giving hygiene products to homeless instead of just food, or make these products available for free (like condoms) then this issue would be fixed. I though it sounded very stupid until I had the full context.
