I guess it's the % of people who answered yes or no. So I'd say women are more social, hence more of them feel lonely. A man and a woman can have the same level of ,,objective" loneliness and the man will say he's not lonely because he's content with his social circle, while the woman will say she's lonely because she has higher need of interaction. Plain as that.
