If a submissive initiate sex once every three times, then she isn't a real submissive. Also initiating sex has nothing to do with using it as a weapon, it's extremely difficult to demand/ask for sex as a submissive, the only thing you can do is make it clear that you are up for it anytime, that's all. I live in Argentina, the percentage of traditional men here is almost 0.
