House and senate are 80% male. Most violent crimes are perpetrated by men. Are you saying that women are not punished as much as men? Did you miss the memo? Conscription doesn't exist anymore, it's an all-volunteer military now. Men and women. But historically, you couldn't send wombs to the war if you wanted another generation of soldier. Women always paid the price of war with rape from invaders (and still do in some part of the world). Now with modern warfare, women can join the army as infantry and cannon fodders aren't as necessary as before.
