They may just not be comfortable with human interaction or they could just be really busy. There's a lot of reasons why someone could do that constantly. But I would say don't put all your effort in someone that won't make an attempt to at least communicate what's going on. For me If I'm really interested then I make time to meet up.

It's kind of hard but don't over think it. Watch body language. If it feels right then do it. If you want to touch her finger then touch it. If it you want to kiss her then kiss her. If you see that she's more nervous and fidgeting then ask permission. If she's moving away from you back off if she's getting closer then go for a move. For me I use body language to let my person know if I want more or less. Feel it out man. You got this. Watch how they move. It's animal instinct we all have it.

For me personally when I go on a date I want conversations about common interests. The key Is communication. Talk about what you like to do in your free time. She will do the same.
