If we are saying that a child is too young to have sex...fine, we have no (legal) problem. Hormonally, you may be ready at 13, but have the legal right to make decisions for yourself, you need to able to make RATIONAL decisions. You need to be able to weigh the risks and benefits of both options and come up with an answer that makes sense for you. A 13 year old boy can't do that.
