It's a "damned if you do, damned if you don't" kind of situation. If he wears a dress, he's making himself a target for the bullies. If he doesn't wear a dress, he's conforming to what the bullies want. I'm not sure what to suggest.

If it's wrong for women to discriminate against men because "some of them are rapists", shouldn't it also be wrong for men to discriminate against women because "some of them are willing to lie about rape"? I agree that false accusations are a problem, but that doesn't mean innocent women have to suffer from it too.
