A reason deterrence fails is because the risk analysis of criminals discounts the "increased cost" by their expectation of being caught. The primary purpose of prisons is the separation of criminals from free society to prevent them from doing harm to others for the duration of their custodial sentence. If you can find something secondary to do during that time that is of additional benefit to public safety, feel free. I'm pretty sure that if I publicly accused every person who had touched me in an inappropriate and unwanted manner, most of them would probably have no specific memory of the event.
