1	Typically, the noncustodial parent pays child support. The custodial parent (parent who lives with the child) is responsible for child support too, but Washington child support laws assume that the custodial parent spends money directly on the child ...what does this even mean? Last time I looked, paternity was easily established in all 50 states, after birth...either daddy is already married to mommy (automatic paternity assumption), or daddy can put his signature on a piece of paper (establishing legal paternity in unmarried situations).
