Not every place in the country has the same living cost so having a country wide minimum wage is stupid. I live in Portugal, you can't compare the cost of living for Lisbon/Porto with the cost of living in Mirandela (a town near the Spanish border). If one wants to set up a company in Mirandela, they will have to pay the same minimum wage as they do in Lisbon but in a place with fewer oportunities to do business.
