If it were me I would just be always 'busy' until she gets the hint and gives up. The few times in my life I've actually dropped a friendship and explained exactly why, the person in question did not appreciate it, did not change, and it just made things awkward whenever I saw them out and about.

Sounds like you only want him because you can't have him any more. Stop jerking this guy around, face up to the fact that you made a mistake and in future, decide what you want and apply yourself to it without playing childish games. Ps. Even if you did manage to 'win' this guy back, think about what that would mean. You'd be with someone who is disloyal to his girlfriend and fickle in love. Is that really what you want in a man?

I always assumed this. For me, it seems impossible not to realize when somebody is plating many other women. If you spend some time reading infidelity forums, you'll see it's very common for a betrayed spouse to be completely blind-sided by infidelity. This applies to both husbands and wives of cheaters. Nobody, male or female, wants to believe that the person they love is capable of deception and betrayal, so there is a strong incentive to ignore any gut feelings, or red flags that arise.

If she wants to see him more often, she needs to make an effort too. Perhaps meet him for lunch at work? She said she takes meals and snacks to him at work but doesn't stay because she doesn't want him to get in trouble with his boss. I'm therefore assuming that if lunch together was feasible she'd be doing that. I think you need to have at least one more discussion with him. Give him a chance to express what's on his mind without judgement or drama. He's probably feeling pressure from all quarters (work, family, (friends?) and girlfriend) and he's probably under a lot of stress. I think this is an unfair assessment and not particularly constructive. To me it sounds like the OP's boyfriend is putting her last, behind his work and his family. Maybe he doesn't intend to send that message, but in my experience when a guy considers something important and worthwhile, he'll make the time for it. From the limited information given here, it doesn't sound like she's that important to him.

It doesn't have to be a problem unless you make it one. Most people aren't bothered by it if you're easy-going and not preachy.
