Definitely doesn't help forcing someone outside your relationship to find physical intimacy. Your DNA being tested vs someone else's DNA in a one off test has nothing to do with criminal DNA data banks and wouldn't be kept on file. HIPAA alone would keep the police, insurance, banks, etc from ever even seeing those results even if it were kept on file. Not that the latter two have any right to randomly see any of your medical records that you don't disclose to them yourself.
