If the company that imports those goods uses the roads, then they are paying for the roads and will pass that cost on to their customers. In the end, someone who doesn't pay for the roads for personal use will still pay for the road use that went into getting the goods to him. That's the whole point. The cops weren't going to call CPS until she started questioning them about who gave them the order to remove her under threat of arrest. If they though CPS was warranted, they should have called them in regardless of if she was compliant. But they didn't do that. They used the threat of CPS to try to control her, which is wrong.
