Yes, but the thing is - you as a guy shouldn't be "dtf" immediately when you meet the girl. I agree and this doesn't seem like the impression OP passed. The gym idea was the perfect suggestion, it's not a date but it shows you've taken an interest in someone and getting to know them. No. If she was okay with the idea, she would have said yes. She said she has a boyfriend because in her mind, going to the gym with other guys is not something you typically do when you already have a boyfriend. Just keeping things straight and clear. And let's not pretend that OP was looking for a gym-buddy, he was obviously trying to make moves, which is fine.
