Because the popular narrative is that you CAN'T be here illegally. Much of that narrative is pushed by politicians who, you know, actually help write these laws which is really weird. So if you have righteous indignation about your status as a citizen, you will probably act accordingly.

Agreed. My only point was that longer matches can have a cumulative effect on revenue. Maybe each source increases revenue slightly at the margin, but with all of the sources you just listed are compiled together, all of a sudden you see a big difference. Not saying it's the only reason, but it's one I don't hear spoken about much.

A lot of that could be solved by making better decisions. I'm guessing a person who walks into a bank demanding they give her money hasn't made very good life choices. I have been and know people who have been at the end of their rope that would never even think of doing something like this. Don't blame banks or society for her behavior.
