Setting aside for a moment the fact that I cannot conceive of any circumstance in which false rape accusations would be an ethical tactic, I'll try to address the "would it be effective" question. Police typically respond to threats by overreaction, not by backing off. And since they would be hell-bent on proving any accusation false, you can be reasonably sure they would identify the false accusers, and <hyperbole>make them wish they'd been raped.</hyperbole> Short answer: No.
