This is the same as when feminists say before feminism women were treated like chattel. In what way is that equivalent? Feminism is a movement/loose association of ideas. No one's rights were based on feminism or a lack of feminism. Feminist ideas can influence the law over time but it is not a system of government. Having said that I would assume that while things aren't great they must at least be better post apartheid as opposed to during.
