She didn't wrongly answer the question. Her fully paying for what she ordered wasn't wrong either. A week of texting doesn't mean squat. However, if he invited her on a date with romantic intentions (i.e., courting) to eventually get her to reciprocate romantic feelings, then my sociological opinion is to "man the fuck up and pay for her meal." I've heard others state that people like this need to get punched in the face really hard in these situations and then they'll most likely never do something so stupid in the future. They apparently have no fear of consequences, until there are consequences. Again, I've heard others state that opinion.
