Literally any decision making system is "Tyranny of the Majority" except those at a 100% consensus, which is basically impossible for groups larger than a few people. Socialism is a very complex and in depth political structure. Social democracy is the idea of a social safety net, socialism itself seeks to abolish classes and have the producers own the means of production, no longer having the value of their labor stolen.
