Aiming for the head is fucking stupid because it's such a small target. They are trained to aim for center mass until the target is completely incapacitated. Special forces are trained this way. Two center of mass and one to the head. The head shot is only a finisher if the double tap isn't enough and the target is still attempting to shoot back. Once they start shooting they don't stop.
